No AR transfers are processed in TESTNET.

To simulate transfers, Test Arweave (tAR) tokens are used and transferred into this Deposit Ledger. This Deposit Ledger is watched by its Deposit Coordinator. When its Deposit Coordinator finds new deposits, it starts the minting and USDA loan process for those deposits. The result is owners of the tAR transfers receive USDA in exchange for the Test Arweave they submitted.
